In 1939, shortly after signing the Patto d’Acciaio, Mussolini and his ministers needed a way to stay out of the coming war without betraying their alliance. 

To that end, they submitted a request for 17 million tonnes of materials, stating that Italy could not sustain a war without them.

It is estimated that it would have taken 17000 trains to fully deliver the resources requested.
